一、項目名稱(cheng)

菏澤智慧環保監管(guan)平(ping)臺(tai)建設及鄉鎮空氣(qi)質量自(zi)動監測站監測數據采購項目。


二、項目概況

菏澤市智慧環(huan)保(bao)監(jian)管平臺(tai)是(shi)一個集市、縣區、鄉鎮于(yu)一體,橫向打通生態(tai)環(huan)境局、住建局、城(cheng)管局、公(gong)安局、交通局、公(gong)路局等14個職能(neng)部門,縱向串(chuan)聯市級(ji)(ji)、11個縣區級(ji)(ji)、172個鄉鎮級(ji)(ji)指(zhi)揮中心以及(ji)1045個網格員的(de)一體化應用平臺(tai)。

平臺以支撐菏澤(ze)市(shi)環境(jing)(jing)質量改善為(wei)目標,全面落實《菏澤(ze)市(shi)網(wang)格(ge)化環境(jing)(jing)監(jian)管(guan)體系建設實施方(fang)案(an)(an)》《菏澤(ze)市(shi)打贏藍(lan)天保(bao)衛(wei)戰(zhan)作戰(zhan)方(fang)案(an)(an)》等要求(qiu),著(zhu)力打造菏澤(ze)市(shi)環境(jing)(jing)綜合(he)(he)監(jian)管(guan),實行“專(zhuan)業隊伍建設運維、專(zhuan)業機構比對、生態環境(jing)(jing)部(bu)門(men)質控考核、政府購買合(he)(he)格(ge)數(shu)據”的管(guan)理(li)模式。

該平臺(tai)的建(jian)設有助于落實大氣環境(jing)精細化(hua)管理(li)與考(kao)核的重要舉(ju)措,對(dui)提(ti)高空氣質量(liang)預警預報水平和污染(ran)追溯(su)具有重要的意義(yi)。


三、項目規模

在(zai)菏澤市委、市政府的帶領(ling)下, 菏澤智慧環(huan)保(bao)監(jian)管平臺建(jian)設(she)及(ji)鄉鎮(zhen)空氣(qi)質量自動監(jian)測站(zhan)監(jian)測數據(ju)采購項(xiang)目于(yu)2018年(nian)4月啟動全面建(jian)設(she),2018年(nian)年(nian)底全面建(jian)設(she)完(wan)畢;項(xiang)目總投資額(e)達1.6億元(yuan)。

項目建設內容主要包括:

(1)菏澤市(shi)智慧(hui)環保(bao)監管平臺:市(shi)指揮中心(xin)及11個縣(區)指揮中心(xin)的室內裝(zhuang)修、系統集成(cheng)、機房建設、網絡建設、五大軟件APP、手機APP等;

(2)覆蓋菏澤市(shi)曹縣(xian)、成武縣(xian)、單縣(xian)各鄉鎮辦(ban)事(shi)處(chu)共計(ji)57個常(chang)規空氣(qi)自動監測站(zhan)的建設、運(yun)維及設備更新;監測指標(biao)選取(qu)重點考核指標(biao)(SO?、NOx、CO、O3、PM2.5、PM10、氣(qi)象五參數(shu)),均采(cai)用國標(biao)法。


四、項目(mu)特點

(1)環(huan)(huan)保大(da)(da)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)支撐:運用云(yun)計算、大(da)(da)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)、物聯網等(deng)(deng)新技術手段搭建智慧環(huan)(huan)保大(da)(da)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)中心,制定環(huan)(huan)境(jing)監管(guan)(guan)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)標準,對數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)進(jin)行采集、共享、分析、處理。接(jie)入(ru)建委、城管(guan)(guan)局(ju)(ju)、交通局(ju)(ju)等(deng)(deng)多部門行業(ye)(ye)環(huan)(huan)境(jing)監測數(shu)(shu)(shu)(shu)(shu)據(ju)(ju),集成(cheng)全市(shi)生態(tai)環(huan)(huan)境(jing)部門環(huan)(huan)境(jing)質量監測、污染源(yuan)在線監測、污染源(yuan)普查、網格信(xin)息等(deng)(deng)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju),對接(jie)現有的(de)各類業(ye)(ye)務系(xi)統,實現環(huan)(huan)境(jing)監管(guan)(guan)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)從“大(da)(da)量數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)”到“大(da)(da)數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)”的(de)轉變,提升數(shu)(shu)(shu)(shu)(shu)據(ju)(ju)共享、信(xin)息交換和業(ye)(ye)務協同能力(li),為(wei)政務數(shu)(shu)(shu)(shu)(shu)字化轉型提供(gong)基礎。

(2)環(huan)(huan)(huan)境綜(zong)合監(jian)(jian)(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)預警(jing):實(shi)現對環(huan)(huan)(huan)境空氣(qi)質量(liang)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)點(dian)(dian)(dian)、水環(huan)(huan)(huan)境質量(liang)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)站(zhan)(zhan)點(dian)(dian)(dian)、工業(ye)(ye)廢(fei)氣(qi)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)站(zhan)(zhan)點(dian)(dian)(dian)、工業(ye)(ye)廢(fei)水監(jian)(jian)(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)站(zhan)(zhan)點(dian)(dian)(dian)、生活污水監(jian)(jian)(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)站(zhan)(zhan)點(dian)(dian)(dian)、道路(lu)揚塵(chen)等環(huan)(huan)(huan)境監(jian)(jian)(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)指(zhi)標(biao)數據(ju)統一接入平臺,結合GS地(di)理信息(xi),以文字標(biao)注(zhu)、圖形標(biao)注(zhu)等方式展現在電(dian)子地(di)圖上。該(gai)系統可實(shi)現實(shi)時(shi)環(huan)(huan)(huan)境監(jian)(jian)(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)數據(ju)采集、監(jian)(jian)(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)指(zhi)標(biao)超標(biao)告警(jing)等,用于環(huan)(huan)(huan)境空氣(qi)質量(liang)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)點(dian)(dian)(dian)、水環(huan)(huan)(huan)境監(jian)(jian)(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)站(zhan)(zhan)點(dian)(dian)(dian)、工業(ye)(ye)廢(fei)氣(qi)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)站(zhan)(zhan)點(dian)(dian)(dian)、工業(ye)(ye)廢(fei)水監(jian)(jian)(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)站(zhan)(zhan)點(dian)(dian)(dian)、生活污水監(jian)(jian)(jian)(jian)(jian)(jian)(jian)測(ce)(ce)(ce)站(zhan)(zhan)點(dian)(dian)(dian)、道路(lu)揚塵(chen)在線(xian)數據(ju)采集、入庫、查詢、告警(jing)等處(chu)理。能對菏澤(ze)市未來空氣(qi)質量(liang)變化進行預報(bao)預警(jing),推動生態環(huan)(huan)(huan)境監(jian)(jian)(jian)(jian)(jian)(jian)(jian)督管(guan)理從被動應對向主動預見轉變,為一線(xian)人員精準高效執法提供依據(ju)。

(3)菏澤(ze)市鄉鎮空氣質(zhi)量自動監測(ce)站監測(ce)數據遵循“統籌規劃、統一標準、統一規范(fan)”的原(yuan)則,先進(jin)性(xing)(xing)與實用性(xing)(xing)相結合(he),實時(shi)性(xing)(xing)和管(guan)理性(xing)(xing)并存,安全可靠性(xing)(xing)保(bao)障(zhang)并循環利用原(yuan)有資源(yuan),避(bi)免(mian)浪費(fei)。




五、項目優勢

(1)指(zhi)揮中(zhong)心(xin)(xin)(xin)由一個(ge)決(jue)策大(da)腦(nao)、兩個(ge)指(zhi)揮中(zhong)樞和(he)五(wu)大(da)核心(xin)(xin)(xin)應(ying)(ying)用構成(cheng)(cheng)。“一個(ge)決(jue)策大(da)腦(nao)”是(shi)指(zhi)在市級(ji)指(zhi)揮中(zhong)心(xin)(xin)(xin)搭建(jian)了30萬億次(ci)(ci)規模(mo)的(de)計算資源(yuan)和(he)云服務平(ping)(ping)臺(tai);“兩個(ge)指(zhi)揮中(zhong)樞”是(shi)指(zhi)橫向到(dao)邊、縱向到(dao)底(di)的(de)“數據傳輸中(zhong)樞”和(he)“指(zhi)揮調度中(zhong)樞”。五(wu)大(da)核心(xin)(xin)(xin)應(ying)(ying)用統籌市、縣、鄉三級(ji)用戶(hu)需(xu)求,融合各行業平(ping)(ping)臺(tai),實現監測(ce)預(yu)(yu)警(jing)、網格(ge)監管、應(ying)(ying)急響(xiang)應(ying)(ying)、分析(xi)決(jue)策、公共(gong)(gong)(gong)服務及(ji)輿(yu)情監控五(wu)大(da)核心(xin)(xin)(xin)功能。截至目前,平(ping)(ping)臺(tai)國控站點離群超(chao)標預(yu)(yu)警(jing)共(gong)(gong)(gong)計推(tui)送2427次(ci)(ci);污染(ran)源(yuan)在線監測(ce)小時(shi)超(chao)標預(yu)(yu)警(jing)88182次(ci)(ci),日超(chao)標預(yu)(yu)警(jing)1267次(ci)(ci);啟動重污染(ran)應(ying)(ying)急30次(ci)(ci),提供大(da)氣污染(ran)決(jue)策分析(xi)19次(ci)(ci)。線下網格(ge)事件上報共(gong)(gong)(gong)計16285起,已(yi)完成(cheng)(cheng)15846起;網格(ge)員(yuan)核查(cha)任務共(gong)(gong)(gong)計2151起,已(yi)完成(cheng)(cheng)2086起。
