菏澤智(zhi)慧(hui)環保監管(guan)平臺——聚光專項案例
一、項目名(ming)稱
菏澤智(zhi)慧環保(bao)監(jian)管平(ping)臺建設及鄉鎮(zhen)空氣質量自動監(jian)測站監(jian)測數據采購項目。
二、項目概況
菏澤(ze)市(shi)智慧環保(bao)監管(guan)平臺是一(yi)個(ge)集(ji)市(shi)、縣(xian)區(qu)(qu)、鄉鎮(zhen)(zhen)于一(yi)體,橫向(xiang)打通生(sheng)態環境局、住建局、城(cheng)管(guan)局、公安局、交通局、公路局等14個(ge)職能部門(men),縱向(xiang)串聯市(shi)級(ji)、11個(ge)縣(xian)區(qu)(qu)級(ji)、172個(ge)鄉鎮(zhen)(zhen)級(ji)指(zhi)揮中心以及1045個(ge)網格員的一(yi)體化(hua)應用平臺。
平臺(tai)以支(zhi)撐(cheng)菏澤(ze)(ze)市(shi)環境質量改善為目標,全(quan)面落實《菏澤(ze)(ze)市(shi)網格化環境監管(guan)體系建設(she)實施方(fang)案》《菏澤(ze)(ze)市(shi)打(da)(da)贏藍天保衛戰作戰方(fang)案》等要求,著(zhu)力(li)打(da)(da)造菏澤(ze)(ze)市(shi)環境綜合(he)監管(guan),實行(xing)“專業隊伍建設(she)運維、專業機構比對、生態環境部門質控(kong)考核、政府購買合(he)格數據”的管(guan)理(li)模式。
該(gai)平(ping)臺的(de)(de)建設有(you)助(zhu)于(yu)落實大氣環境精(jing)細化管理與考核的(de)(de)重要舉措,對提高空氣質(zhi)量預警預報水平(ping)和污染追溯具有(you)重要的(de)(de)意(yi)義。
三、項(xiang)目規(gui)模
在菏澤市委、市政(zheng)府的帶領(ling)下, 菏澤智慧環保監管(guan)平臺建(jian)設及(ji)鄉鎮空氣(qi)質量自動監測(ce)站監測(ce)數(shu)據采購項目于(yu)2018年(nian)4月啟(qi)動全面建(jian)設,2018年(nian)年(nian)底全面建(jian)設完畢;項目總投資(zi)額(e)達1.6億元。
項目建設內容主要包括:
(1)菏澤市(shi)智慧環保監管平臺:市(shi)指揮中(zhong)心及11個縣(區)指揮中(zhong)心的室內(nei)裝修、系統集成、機房建(jian)設、網絡建(jian)設、五(wu)大軟件APP、手機APP等;
(2)覆蓋菏澤(ze)市曹縣(xian)、成武縣(xian)、單縣(xian)各鄉(xiang)鎮辦事(shi)處(chu)共計(ji)57個常(chang)規(gui)空氣(qi)自動監測(ce)站的建設(she)、運維及設(she)備更(geng)新;監測(ce)指標(biao)(biao)選(xuan)取重點考核指標(biao)(biao)(SO?、NOx、CO、O3、PM2.5、PM10、氣(qi)象五參數),均(jun)采(cai)用國(guo)標(biao)(biao)法。
四、項目特點
(1)環(huan)保大(da)(da)數據(ju)支(zhi)撐:運用云計算、大(da)(da)數據(ju)、物聯網等(deng)(deng)新技術(shu)手段搭建(jian)智(zhi)慧環(huan)保大(da)(da)數據(ju)中心(xin),制(zhi)定環(huan)境(jing)(jing)監(jian)管(guan)數據(ju)標準,對數據(ju)進行(xing)采集、共享、分析、處理。接入建(jian)委、城管(guan)局(ju)、交通局(ju)等(deng)(deng)多部門行(xing)業環(huan)境(jing)(jing)監(jian)測(ce)(ce)數據(ju),集成(cheng)全市生態環(huan)境(jing)(jing)部門環(huan)境(jing)(jing)質量監(jian)測(ce)(ce)、污染(ran)源在線監(jian)測(ce)(ce)、污染(ran)源普查、網格信息等(deng)(deng)數據(ju),對接現(xian)有的各類業務系統,實現(xian)環(huan)境(jing)(jing)監(jian)管(guan)數據(ju)從“大(da)(da)量數據(ju)”到“大(da)(da)數據(ju)”的轉變(bian),提(ti)升數據(ju)共享、信息交換(huan)和業務協同能力,為政務數字化轉型提(ti)供基礎。
(2)環(huan)境(jing)(jing)(jing)綜合監(jian)(jian)(jian)(jian)(jian)測預(yu)警:實現(xian)(xian)對環(huan)境(jing)(jing)(jing)空氣(qi)(qi)質量(liang)(liang)監(jian)(jian)(jian)(jian)(jian)測點(dian)(dian)、水(shui)(shui)環(huan)境(jing)(jing)(jing)質量(liang)(liang)監(jian)(jian)(jian)(jian)(jian)測站(zhan)(zhan)(zhan)(zhan)點(dian)(dian)、工(gong)業廢氣(qi)(qi)監(jian)(jian)(jian)(jian)(jian)測站(zhan)(zhan)(zhan)(zhan)點(dian)(dian)、工(gong)業廢水(shui)(shui)監(jian)(jian)(jian)(jian)(jian)測站(zhan)(zhan)(zhan)(zhan)點(dian)(dian)、生活(huo)污水(shui)(shui)監(jian)(jian)(jian)(jian)(jian)測站(zhan)(zhan)(zhan)(zhan)點(dian)(dian)、道路揚塵(chen)(chen)等(deng)環(huan)境(jing)(jing)(jing)監(jian)(jian)(jian)(jian)(jian)測指標數(shu)(shu)據統(tong)一接入平(ping)臺,結合GS地理(li)(li)(li)信息,以(yi)文字標注(zhu)、圖形標注(zhu)等(deng)方式(shi)展現(xian)(xian)在(zai)電(dian)子地圖上。該系統(tong)可實現(xian)(xian)實時環(huan)境(jing)(jing)(jing)監(jian)(jian)(jian)(jian)(jian)測數(shu)(shu)據采集(ji)、監(jian)(jian)(jian)(jian)(jian)測指標超標告(gao)警等(deng),用于環(huan)境(jing)(jing)(jing)空氣(qi)(qi)質量(liang)(liang)監(jian)(jian)(jian)(jian)(jian)測點(dian)(dian)、水(shui)(shui)環(huan)境(jing)(jing)(jing)監(jian)(jian)(jian)(jian)(jian)測站(zhan)(zhan)(zhan)(zhan)點(dian)(dian)、工(gong)業廢氣(qi)(qi)監(jian)(jian)(jian)(jian)(jian)測站(zhan)(zhan)(zhan)(zhan)點(dian)(dian)、工(gong)業廢水(shui)(shui)監(jian)(jian)(jian)(jian)(jian)測站(zhan)(zhan)(zhan)(zhan)點(dian)(dian)、生活(huo)污水(shui)(shui)監(jian)(jian)(jian)(jian)(jian)測站(zhan)(zhan)(zhan)(zhan)點(dian)(dian)、道路揚塵(chen)(chen)在(zai)線數(shu)(shu)據采集(ji)、入庫、查詢、告(gao)警等(deng)處理(li)(li)(li)。能(neng)對菏澤市未來空氣(qi)(qi)質量(liang)(liang)變化進行預(yu)報預(yu)警,推動生態環(huan)境(jing)(jing)(jing)監(jian)(jian)(jian)(jian)(jian)督管理(li)(li)(li)從被動應對向(xiang)主動預(yu)見(jian)轉變,為(wei)一線人員精準高效執法提供依據。
(3)菏澤(ze)市鄉鎮空(kong)氣質量自動(dong)監測(ce)站(zhan)監測(ce)數據遵循“統(tong)(tong)籌規劃、統(tong)(tong)一標準、統(tong)(tong)一規范”的(de)原則,先(xian)進性與(yu)實用性相結(jie)合,實時性和管理性并(bing)存,安全(quan)可靠(kao)性保(bao)障并(bing)循環利用原有資源,避免浪費。

五(wu)、項目(mu)優勢
(1)指(zhi)(zhi)揮(hui)(hui)中(zhong)(zhong)(zhong)(zhong)心由一個決策大(da)(da)腦、兩個指(zhi)(zhi)揮(hui)(hui)中(zhong)(zhong)(zhong)(zhong)樞(shu)和五(wu)大(da)(da)核心應(ying)用(yong)(yong)構成(cheng)。“一個決策大(da)(da)腦”是指(zhi)(zhi)在(zai)市級(ji)指(zhi)(zhi)揮(hui)(hui)中(zhong)(zhong)(zhong)(zhong)心搭(da)建了30萬億次(ci)(ci)(ci)(ci)規模的計(ji)(ji)(ji)算資(zi)源(yuan)和云服務(wu)平臺;“兩個指(zhi)(zhi)揮(hui)(hui)中(zhong)(zhong)(zhong)(zhong)樞(shu)”是指(zhi)(zhi)橫(heng)向到邊、縱向到底的“數據傳輸中(zhong)(zhong)(zhong)(zhong)樞(shu)”和“指(zhi)(zhi)揮(hui)(hui)調度中(zhong)(zhong)(zhong)(zhong)樞(shu)”。五(wu)大(da)(da)核心應(ying)用(yong)(yong)統籌市、縣(xian)、鄉三(san)級(ji)用(yong)(yong)戶需求(qiu),融合各行業(ye)平臺,實(shi)現監測預警(jing)、網(wang)格監管、應(ying)急響(xiang)應(ying)、分析決策、公共服務(wu)及輿情監控(kong)五(wu)大(da)(da)核心功能。截至目前,平臺國控(kong)站點離(li)群超(chao)標預警(jing)共計(ji)(ji)(ji)推(tui)送2427次(ci)(ci)(ci)(ci);污(wu)染源(yuan)在(zai)線(xian)監測小(xiao)時超(chao)標預警(jing)88182次(ci)(ci)(ci)(ci),日超(chao)標預警(jing)1267次(ci)(ci)(ci)(ci);啟(qi)動重污(wu)染應(ying)急30次(ci)(ci)(ci)(ci),提供大(da)(da)氣污(wu)染決策分析19次(ci)(ci)(ci)(ci)。線(xian)下網(wang)格事件上報共計(ji)(ji)(ji)16285起,已(yi)完(wan)成(cheng)15846起;網(wang)格員核查(cha)任務(wu)共計(ji)(ji)(ji)2151起,已(yi)完(wan)成(cheng)2086起。
(2)聚光科技(ji)嚴格按照要(yao)求(qiu)完(wan)成項目(mu)試(shi)運(yun)行(xing)(xing)(xing),通過試(shi)運(yun)行(xing)(xing)(xing)全(quan)面(mian)考察項目(mu)建(jian)設成果(guo)。并(bing)通過試(shi)運(yun)行(xing)(xing)(xing)發現項目(mu)存在的(de)問(wen)題,從而進一步完(wan)善項目(mu)建(jian)設內容,確保項目(mu)順利通過竣工驗收并(bing)平穩地進入運(yun)行(xing)(xing)(xing)維護階(jie)段;通過實際(ji)運(yun)行(xing)(xing)(xing)中系統與(yu)性能(neng)的(de)全(quan)面(mian)考核來檢(jian)驗系統在長期運(yun)行(xing)(xing)(xing)中的(de)整體穩定性和可靠性。
六、效益分(fen)析
(1)全(quan)面落實網格化監管,提升環境(jing)質(zhi)量。
(2)形(xing)成政府部門聯防聯控、社會參與、多元共治的(de)工作(zuo)體(ti)系(xi)。
(3)通過技術支撐(cheng)減少對網格員(yuan)的(de)依賴,降低網格化(hua)運行成(cheng)本。
